UNITED NET IN THE PREVENTION OF DRUG ADDICTION ON THE EXAMPLE OF LABOUR DRUG ABUSE PREVENTION UNIONS IN DRESDEN AND LEIPZIG

In modern societies like Germany processes of pluralisation have led to a differenciation of approaches and methods towards drug and addiction prevention. For that reason a need for cooperation and networking arises which in Germany is tried to satisfy by communal “working groups of addiction prevention”. This text outlines an exemplaric investigation of the municipal working groups of addiction prevention in the cities of Dresden and Leipzig for developing criteria for an effective cooperation in the field of addiction prevention.

From the perspective of social management and network research in a first step professional expectations towards cooperation and networking are analysed which in practice often lead to disappointment. The next step comprises the description and comparison of the working groups of addiction prevention in Dresden and Leipzig, which for its participants fulfill different functions and represent different ways of cooperation. While in Dresden the emotional importance and the harmonical climate are pointed out, the members of the Leipzig working group emphazise the relevance of common cooperative projects and of political influence on the local prevention policy. For that purpose concrete aims are formulated and binding structures of cooperation are established. Thereby a serious topic of conflicts has become visible which is the discussion about abstinence oriented versus acceptance oriented approaches towards addiction prevention. In both working groups the blocking of cooperation by higher hierarchical levels of the municipal administration is critically reflected.

Finally criteria for an effective cooperation are derived from the results of the study, which are applicable in different settings, networks and working structures.
